Mavalane HIV/AIDS Project, Maputo, Mozambique - Perception of MSF by Stakeholders (by: Heidi Becher, May 2012)

The evaluation looks at how MSF-OCB support in Mavalane is percieved by stakeholders and gives orientation to the planing for handover of 1st line support activities. The evaluation identifies the important role MSF plays in HIV programming in Mozambique; MSF comes out strongly as an advocate, a technical partner and a motor for change.

Si l’importance des BF des Coordos est reconnue chez MSF – OCP, avec pour but la connaissance des objectifs de la mission et du poste, un constat de départ est posé : leur pratique actuelle est hétérogène et aléatoire. Une évaluation à but de capitalisation des acquis a donc été demandée par la DG et la DRH, en accord avec la Direction des Opérations.

After the 12 January 2010 earthquake in Port-au-Prince, 4 MSF sections (OCG, OCA, OCP and OCB) decided to build container hospitals to respond to the health care needs (including Léogâne). All of these prefabricated structures, though varying in quality, were unique in that they were partially or completely built from modular containers (with different architectural designs). Construction was done by subcontractors, MSF teams trained in construction, or a combination of the two.


MSF Hospital-based Projects in CAR Batangafo (OCBA), Boguila (OCA) and Paoua (OCP) (by: Isabelle Voiret & Vincent Brown)

In CAR, MSF’s medical presence finds itself unprecedentedly in the midst of a health desert. MSFintervenes in CAR to provide access to health to populations affected by the conflict in the North. Within this context, 3 MSF sections (MSF-OCBA, OCA, OCP) in CAR since 2006 requested an evaluation of their hospital-based projects. This work involves the comparison of the three projects (hospital + outreach activities) and the analysis of factors in the face of a potential handover to the MoH or other actors present in the area.


Measles epidemic in Katanga (2010-2011) Review – Reflection Day MSF-OCP (by: Caroline Seguin – Vincent Brown)

In 2010, in the endemic context of measles in Katanga (and DRC), the neighboring Zambia outbreak touches Katanga, where the planned Supplemental Immunization Activities (SIAs) hadn’t been done (i.e., EPI immunization coverage was low). As a result, there was an epidemic outbreak where MSF had to come in like the “fire brigade”, make operational choices and prioritize its actions (epidemiological surveillance, vaccination and case management).


Projet de Carnot/RCA Evaluation des choix opérationnels et stratégies : VIH & Soins de Santé Primaires (by: Caroline Seguin & Vincent Brown)

La RCA voit ses indicateurs de santé se dégrader ces dernières années. Les taux de mortalité au niveau national et à Carnot (TBM, TM<5 et mortalité maternelle) sont au dessus des seuils d’urgence. L’accès aux soins reste précaire ou inexistant sur l’ensemble du pays, et pour la RS2/SP Carnot (manque de structures, de RH qualifiées, soins payants, etc).

Le VIH/SIDA est un enjeu majeur de Santé Publique en RCA*. Le paludisme est holoendémique. Les activités PEV sont peu développées et les couvertures vaccinales sont très faibles. Les soins maternels sont peu ou pas développés. La population cible du Projet MSF est la SP de Carnot qui compte environ 120 000 habitants, dont 56 000 vivent à Carnot ville.
